1. Sign-Up and Set-Up
- If you have not already signed your Financial Value Transparency (FVT) and Gainful Employment (GE) Service agreement, please contact us to request an FVT/GE service amendment.
- Once you receive an email from SchoolOps@studentclearinghouse.org confirming your signed SAIG form was received and your FVT/GE service officially activated, you can begin working on the required FVT/GE reports.
- You should ensure that all school users who need access to the FVT/GE Reporting Dashboard have the correct role assigned. Please see our User Role Types page for a description of each of the new FVT/GE user roles.
Note: Assign either the Financial Aid Officer or Financial Aid Viewer role type to a user. Do not assign both role types to a single user.
- Before you can download any reports from the FVT/GE Reporting Dashboard, you must set up a PGP Encryption Key. Please see our Setting up File-Level Encryption page for instructions.
2. Complete “Before You Begin” First
- You should start in the “Before you Begin” section. Although this section is optional, it is highly recommended. Completing “Before you Begin” helps ensure data accuracy and completeness when you move to the Student Level Report and Program Level Reports.
- For help navigating “Attest to Qualifying Graduate Programs (QGP),” please see our shortcut guide. When you are finished, select the “Mark as Complete” button (please be aware, that you cannot make any edits after you select this button).
- Begin working on your “Graduated Status Reconciliation” report to ensure there are no data discrepancies between the data in the Clearinghouse database and your school’s FVT/GE required reports. - After you mark the “Graduated Status Reconciliation Report” as complete, a graduates only enrollment file will be automatically created. An email will be sent to your institution’s administrators who have Submission Data and Submission Data Alternate roles if an error report requiring review has been posted.
Once the error report has been completed, and before moving on to the next steps, you should reach out to SchoolOps@studentclearinghouse.org to confirm all the updates in this section have been fully loaded into the Clearinghouse database.
3. Your Completers List Worksheet

4. Your Student Level Report
To begin working on your Student Level Report. See our shortcut guide for help answering your questions along the way.
- You must first choose between the Standard or Transitional cohort report. See our guide for assistance selecting the cohort type that is right for your institution.
- Download the files for each cohort year and begin updating the necessary data for each student. See our specifications guide and review the sample file guide for assistance with the file layout.
- Upload your completed files for each cohort year and ensure they pass the Clearinghouse validations process.
- Begin working on the data corrections for each cohort year file, see our Student Level Report Errors & Warnings Resolution page for assistance with the errors and warning codes presented.
5. Your Program Level Report
After your Award Year (AY) 2022-2023 and 2023-2024 Student Level Reports are submitted and have cleared the Clearinghouse data validations, you can generate your Program Level Report. See our shortcut guide for help to answer your questions along the way.
- Download the program level file and begin updating the necessary data for each student. See our specifications guide for assistance with the file layout.
- Upload your completed file and ensure it passes the Clearinghouse validations process.
- Begin working on the data corrections for your completed Program Level file. See our Program Level Report Errors Resolution page for assistance reviewing the errors presented.
- Once all cohort files for your Student Level Report and Program Level Report are completed and have passed all data validations, click the “Submit and Send to NSLDS” button.
The Clearinghouse will consolidate your cohort files for the Student Level Report and send both your Student Level Report and Program Level Report in the required format to NSLDS on your institution’s behalf.
