Phase II of Clearinghouse’s CIP 2020 Enhancement Is Here!

The National Student Clearinghouse is excited to announce the official release of Phase II of our 2020 CIP Code enhancement, as of February 27, 2021. This phase includes the following functionality:

If you have converted to 2020 CIP Codes:

  • The Clearinghouse can now accept CIP codes for existing students from all categories in the 2020 NCES Lookup Table, including those in the NEW, MOVED, and DELETED CIP Code categories.
  • Upon receipt of a 2020 MOVED or DELETED CIP Code from your institution, the Clearinghouse will link the 2020 MOVED or DELETED CIP code to the equivalent 2010 NCES Lookup Table value. You will be presented with a list of students whose 2010 and 2020 values will be linked through our secure site. Please see our tutorial External Site about how to review this information.
  • As required per NSLDS Newsletter 68 External Site, the Clearinghouse will report an 004 Record Type to NSLDS, which will link the 2010 and 2020 CIP Code values for MOVED and DELETED CIP codes. This will notify NSLDS to move the historical program information for the student from the old CIP code value to the new value without you having to report a “W” (Withdrawn) or “X” (Never Attended) status.
  • The Clearinghouse can also accept 2020 NEW CIP Codes (those programs that didn’t exist in 2010 and are included for the first time in the 2020 NCES Look-Up Table) for existing students at your institution.
  • We will continue to support the functionality launched in Phase I that auto-remediates unchanged CIP Codes (those with the same value in both the 2010 and 2020 NCES Look-Up Tables) to the 2020 CIP Year/CIP Code combination, upon receipt of a 2010 value from your institution. We will also continue to accept 2020 CIP Year/Code combinations for all CIP code categories (UNCHANGED, MOVED, DELETED) for students who are new to your institution (not previously reported at your institution with 2010 CIP Year/Code information or other enrollment).
  • No additional technical changes are required at this time for institutions that have already converted to 2020 CIP Codes.

If you have not started to report 2020 CIP codes:

You can update to the 2020 CIP code values at your convenience. Please note: NSLDS and FSA have not issued a formal deadline for this transition, although the 2020 NCES Lookup Table values continue to be required for COD (Common Origination & Disbursement) and financial aid reporting.

IMPORTANT: If you participate in “G from DegreeVerify”

If your institution participates in our optional “G from DegreeVerify” service, you must report the same CIP Code values (2010 or 2020) in your DegreeVerify submissions as in your enrollment data submission. If you do not report the same CIP Code values, we will be unable to match your DegreeVerify data to your enrollment data, which could result in a significant uptick in the number of students on your “G-Not-Applied” tab. Alternatively, you can send graduated statuses (pdf) via a Graduates Only transmission, which will create the necessary graduated status for enrollment and compliance reporting purposes.

What to Expect in Phase III

We are actively working on the third and final phase of our CIP 2020 enhancement, which includes:

  • Providing an online user interface with a “move” functionality so your institution can advise the Clearinghouse when the unique program identifier for a student needs to be corrected. Selecting “move” will trigger the use of the NSLDS 004 record type so your institution doesn’t have to use the “W” (Withdrawn) or “X” (Never Attended) statuses to report certain program change scenarios.
  • You will be able to use this new functionality whenever a student’s 2010 CIP needs to be moved to a new 2020 CIP without a corresponding value in the NCES Look-up tables. Please note: This functionality is for CORRECTIONS, not for standard program changes (e.g., if a student was incorrectly reported in the previous program and should have been in the newly reported program all along, you should not use the “move” functionality). As stated above, this can be used for any unique program identifier, including credential level, CIP Code, CIP Year, program length, program length measurement, weeks in academic year.
  • An online user interface to address 2020 NSLDS SSCR Errors related to CIP Codes, including Error Codes 80, 81, and 82 External Site.
  • The ability for institutions to reach out to the Clearinghouse if they need assistance executing the “move” functionality for a large number of students.
